Decision

William Hancock was a verified regional settler in Lowndes County by 1830. The original federal census names him on stamped page 90. He is also strong probable as the William Hancock whom later accounts identify as the county's first sheriff, although no original election return, commission, bond, or court minute has been located.

Census and sheriff tradition

The 1830 Lowndes County schedule lists William Hancock at handwritten row 312. The record verifies his name and county residence but does not state an occupation, identify household members, or place his home in the part of Lowndes County that later became Brooks County.

Hamilton W. Sharpe wrote in 1884 that Hancock was elected sheriff at Lowndes County's first election, held at Sion Hall's residence. Folks Huxford later assigned Hancock sheriff terms beginning in May 1826 and January 1830. The same name, county, and period make the census householder and the reported sheriff a strong-probable match. The identity is not verified without a contemporary office, family, or land record that joins them.

Limits and Barney relevance

Huxford's 1824–1825 arrival date remains retrospective. The census does not establish future-Brooks residence, and no inspected record places Hancock at Barney. A reported continuation into Columbia County, Florida also remains unresolved because no age, family, land, probate, or migration record links a Florida man to the Lowndes householder.

The reviewed Lowndes deed index contains no exact William Hancock entry that locates his home in future Brooks County. Hancock remains a verified regional settler and strong-probable sheriff, not a proved future-Brooks resident. See Regional figures — future-Brooks residence unproved.
